Role Profile Business Systems Analyst with Subject Matter Expertise in Anti-Financial Crime Risk (AFC) & Business Risk Control Management (BRCM) domain. United Overseas Bank Limited is seeking an experienced and highly motivated individual to join the Group Wholesale AFC & BRCM department. The ideal candidate will have a strong background in project management, systems risk management and financial services, with a focus on AFC systems governance and oversight to aid in risk detection and prevention. The candidate is r esponsible for providing support to Head of GWB AFC Systems in leading and co-creating new and existing systems development and maintenance capabilities within Group Wholesale. Responsibilities New / Existing AFC systems governance oversight Work closely with system end-users and other key stakeholders (e.g., Business users, developers, IT, GC) to identify additional areas which require systems support for current / future builds Develop system narratives (e.g., purpose, logic, parameters, data requirements, output surfacing / structuring) in collaboration with the business and other relevant stakeholders Responsible for end-to-end project management of enhancements from pre-project initiation, development and testing, implementation to post implementation-system issues escalation and resolutions as applicable Liaise with Business Users to understand business feedback on system related performance and parameters Work closely with GWB data analysts and undertake the end-to-end AFC system development, including data assessments, analysis, features selection, system parameters review, training, testing to enhance the bank's AFC systems prevention capabilities, where applicable Collaborate with stakeholders across Line 1 and Line 2 to identify, evaluate and monitor emerging trends and risks for rules / parameter enhancements Special projects Support special / high priority local and regional projects which may include system implementation including building AFC business system capabilities in response to operating context Communicate with Business Users to continuously keep abreast of new regulatory requirements / policy updates relating to the areas / risks covered by AFC systems and work with the relevant teams to ensure that these updates are also appropriately reviewed System Governance & Model Strategy Provide support to Head of GWB AFC Systems in the d evelopment, implementation, maintenance and management of a comprehensive AFC and BRCM system strategy to identify, assess, and mitigate AFC risks across Group Wholesale Banking Identify enhancements to existing system governance policies and processes Develop and implement AFC systems procedures, and controls that are always in compliance with applicable laws, regulations, and industry good practices related to AFC risks prevention and detection Continuously evaluate the effectiveness of the AFC business systems program and recommend improvements, as needed Keep abreast with the latest, cutting-edge developments in systems and governance and recommend adoption of best practices in relation to AFC Requirements Bachelor's degree in Computer Science, Business Information Systems, Data Management, Statistics or a related field; would be preferred. Minimum 7 years of experience in the AFC domain in banks/financial institutions and hands-on experience in banking environment Proven track records in project management and experiences in managing large-scale AFC systems projects Ability to work effectively under pressure in a rapid changing environment, as well as autonomously as an effective member of a dynamic team Resourceful and keen to adopt analytics and automation in course of work Excellent communication and interpersonal skills, with the ability to collaborate effectively across various business units and functions Good knowledge and understanding of financial services regulations, industry best practices, and emerging fraud trends is an advantage Excellent analytical, problem-solving, and decision-making skills Proficiency in IT, programming tools and software with practical knowledge of data wrangling and machine learning libraries (e.g., Pandas, Keras, Tensorflow, Sklearn) Familiar with natural language processing and network link analysis Familiar with best practice development standards Additional Requirements Be a Part of the UOB Family UOB is an equal opportunity employer.
