About the role
An Executive Contracts Engineer (Quantity Surveyor) at Sembcorp Specialised Construction will manage financial and contractual aspects of building projects from pre‑tender through to final accounts. The role involves cost estimating, budgeting, subcontract administration and contract review, working closely with project managers. Candidates need a relevant degree, at least one year of construction experience, and strong negotiation and communication skills.

Key Responsibilities
- Manage financial and contractual provisions from pre‑tender to post‑contract, including quantities, variations, cost estimates, monthly claims and final accounts.
- Prepare and update project costing, budgeting and cost reports in collaboration with the Project Manager.
- Develop subcontract conditions and standardize agreements such as subcontracts and joint ventures.
- Conduct cost estimating, quantity take‑offs, and prepare claims, variations and final accounts.
- Review contracts, tender documents, perform tender analysis and measurement reporting.
- Review subcontractors' claims and on‑site materials.
Requirements
- Degree in Building/Construction Management, Quantity Surveying or equivalent.
- At least 1 year of relevant construction industry experience.
- Strong negotiation skills and good understanding of contract law.
- Familiarity with contract forms such as PSSCOC, SIA, FIDIC and other international contracts (preferred).
- Experience using CostX or Glodon Cubicost measurement software (preferred).
- Strong communication and presentation skills; Singapore citizenship required.
