Key Responsibilities
- Develop, review, and enhance university level safety policies, standards, and governance frameworks for research institutes and infrastructure related projects and activities.
- Drive the implementation and continuous improvement of safety and health management systems across Research Centres, including coordinating risk based prioritization of safety initiatives and improvement programmes.
- Lead, mentor, and manage a team of safety and health officers overseeing construction, facilities, and infrastructure safety programmes across the University.
- Provide professional and strategic advice to Senior Management, Deans, School Chairs, Heads of Department, and Principal Investigators on high risk, novel, or complex research activities and infrastructure safety matters.
- Lead and conduct safety and health audits and inspections of offices, research laboratories, and supporting facilities, supervising audit teams and delivering clear, risk based audit reports with actionable recommendations.
- Lead or support accident and incident investigations in research institutes and general workplaces, working closely with safety committees and key stakeholders to identify root causes and drive system level improvements.
- Oversee the planning, implementation, and optimization of IT and AI enabled systems supporting health and safety management.
- Plan and conduct targeted safety and health training for staff and students, with particular focus on risk control measures associated with construction, infrastructure, and facilities related hazards.
- Liaise with government ministries, regulatory authorities, and external agencies on safety and health matters, including compliance, audits, and regulatory engagements.

Requirements
- Degree in Science, Engineering, or a related discipline.
- Preferably a postgraduate qualification in safety, health, environmental science, or a related field.
- Relevant professional certifications or registrations in safety, health, environmental management, or risk management are advantageous (e.g. MOM registered Safety Officer, Lead Auditor for Occupational Health and Safety Management Systems (OHSMS)).
- At least 10 years of relevant experience in Safety & Health, with demonstrated experience managing programmes related to research and infrastructure safety in research intensive, educational, or large multi site organisations.
- Proven track record in conducting regulatory related safety audits and inspections.
- Strong experience advising senior leaders and influencing outcomes without direct line authority.
- Results oriented, with a strong sense of accountability, ownership, and professional judgement.
- Adaptable and resourceful, with the ability to navigate ambiguity, lead change, and drive continuous improvement in complex environments.
